A parks and recreation master plan is a comprehensive, long-term strategic document that guides the development, operation, and maintenance of a community’s parks, facilities, trails, and open spaces over 5–20 years. It serves as a roadmap for decision-makers, balancing community vision, public input, and data-driven needs assessments to improve quality of life, ensure equitable access, and manage resources efficiently. 
Key Components and Objectives
  • Vision & Goals: Defines the community’s long-term vision for recreational, environmental, and facility needs.
  • Needs Assessment: Identifies gaps in services through stakeholder engagement, demographic trends, and public input.
  • Action Plan: Provides actionable recommendations, capital improvement strategies, and investment priorities. 
Essentially, it transforms community input into a tangible plan for enhancing public spaces and recreational opportunities. Nothing is set in stone, and all future concepts are fluid and can change and flow as the community moves into the future.
In Hayes Township, the goal of the Park and Recreation Committee is to protect and preserve our natural areas, provide safe and beautiful parks for not only our residents but all visitors to enjoy, and to move forward with amenities that are thoughtful, appropriate, and will offer more options to our community.
